Provincial Nominee Program

Every provincial nominee program except Quebec’s, with a points calculator for each one that publishes a grid. The right province and stream first, checked against what you qualify for now and in six to twelve months.

The short answer

The Provincial Nominee Program (PNP) lets provinces and territories nominate people for permanent residence based on their own labour needs. Each one runs its own streams and rules. A nomination through an Express Entry-aligned stream adds 600 CRS points; a nomination through a base stream leads to a separate PR application to IRCC. Quebec doesn’t take part and selects its own immigrants.

Provincial Nominee Program (PNP)

Province-specific streams for workers, graduates and in-demand occupations.

  • All provinces except Quebec
  • Express Entry streams: +600 CRS
  • Base streams: apply to IRCC

About

Each province and territory runs its own nominee program, with its own streams and rules, and nominates people who fit its labour market. Express Entry-aligned streams add 600 CRS points; base streams lead to a separate PR application to IRCC outside Express Entry.

How I help

  • Province and stream selection strategy
  • Eligibility review for nominee streams in any province or territory except Quebec
  • Registration, then the full PR application after nomination
  • Skilled workers with a job offer from an employer in a province
  • International graduates from a Canadian institution in that province
  • Workers in occupations a province is prioritizing
  • Candidates already living and working in a province

What decides these files

Where applications go wrong, and how I prevent it

  • Picking the stream before the paperwork

Streams open, close and change scoring often, so I check what you qualify for now and in six to twelve months.

  • Job offers that meet the stream rules

PNP offers need specific wage, hours and duration terms from an eligible employer. A weak offer is a common refusal reason.

  • Planning to live in the province

IRCC can refuse PR if it isn’t satisfied you intend to live in the province that nominated you.

Fees and timelines change: check IRCC’s current processing times (opens in a new tab).

Questions

Provincial Nominee Program: common questions

Should I apply through Express Entry or a Provincial Nominee Program?

It depends on your CRS score, occupation and province. If your score is competitive for current draws, Express Entry alone may be enough. If not, a PNP stream that matches your job or studies can add 600 points. Many people keep both options open at once.

Which provincial nominee programs do you help with?

Every province except Quebec. Each program is summarized on this page, the BC PNP, OINP and AAIP have their own pages, and there are free points calculators for B.C., Ontario, Alberta and Manitoba.

Do you help with nominee programs outside British Columbia?

Yes. I work with provincial nominee programs across Canada, except Quebec. Each program has its own streams and rules, so many of my clients compare two or three provinces before choosing one.

Does a provincial nomination guarantee permanent residence?

No. The province nominates you, but IRCC makes the final decision on permanent residence, including medical, security and admissibility checks. A complete, consistent nomination file makes that step easier.
